The UK and US have finalized a significant bilateral deal that will preserve no duties on UK drug exports being sold in the US market.

Key Provisions of the Pact

As part of the deal, the UK has agreed to raise funding on drugs through the NHS. This move secures that import taxes on these vital goods will be held at zero for a period of the next three years.

This development comes after earlier warnings to hike tariffs on patented pharmaceutical products, with potential rates discussed reaching 100%.

"This agreement with the UK reinforces the international landscape for innovative medicines and introduces long-overdue equity to American-British pharmaceutical trade," a release declared.

Economic Importance

Pharmaceuticals represent one of the Britain's biggest export categories to the United States, which is by far the biggest buyer for major companies like GSK and AstraZeneca.

Trade data show that in the year to the end of the third quarter, the UK sold pharmaceutical products worth £11.1bn to the US. This amount accounted for nearly one-fifth of British export trade in that period.

"This agreement safeguards jobs, boosts funding and facilitates the UK to establish itself as a global hub for biotech and pharma," a minister remarked.

Key British Pledges

The agreement involves several notable pledges from the UK:

  • Revised Affordability Limit: The UK will increase the cost ceiling at which it considers new therapies to be too expensive by twenty-five percent.
  • Increased NHS Spending: There is a target to double overall NHS spending on medicines from 0.3 percent of Gross Domestic Product to 0.6 percent over the next decade.
  • Refund Ceiling: The percentage manufacturers must return to the NHS to stay within budget will be limited at fifteen percent. In the past, repayments exceeded 20%.

Broader Context

This agreement comes amid a ongoing dispute between the pharmaceutical industry and the UK government over medicine costs and approval rates.

This friction were exacerbated by claims that US consumers were paying a premium for the same drugs than consumers in the UK and Europe.

Recently, several significant manufacturing plans in the UK have been delayed or scrapped, while substantial expansions have been directed toward projects in the United States.

One official stated that the NHS had to invest a greater share on drugs, noting that its spending on drugs had declined as a share of its resources over the past decade.
